Program Overview

Bell County Council on Literacy (BCCL) strives to improve the quality of life for all Bell Countians. We believe that everyone deserves to achieve their fullest potential. Our Board is comprised mainly of local educators who believe that for many of our neighbors, the first step that we can help with is learning to read. Our volunteers provide one-on-one tutoring, computer assisted instruction, family literacy programs, job readiness training and life skills, GED and ESL classes. We work in Middlesboro, Pineville and the Bell County Detention Center. BCCL believes that literacy is a vital first step to empowerment for individuals, families and communities. Literacy eliminates a barrier to full participation in society and begins to allow those who have been excluded from decision-making processes in their lives, homes, jobs and communities to be empowered in new ways.
